Is citadel using a sandbox approach in Legends of Aria?

In regards to narrative in Legends of Aria, once again Citadel is opting for the sandbox, no signpost approach. Although the regions themselves hint at backstory, at least in my playthrough, the real story is the one the player chooses to create.
